Ground segment regulation has become a focal point of FCC oversight as satellite missions grow more distributed and software-defined. In 2026, CubeSat and SmallSat operators are expected to treat ground stations, telemetry, tracking, and command infrastructure as integral components of the licensed system rather than ancillary assets.

Operators must disclose all ground facilities used for command and control, including third-party service providers and contingency stations. The FCC evaluates whether ground station locations, licensing status, and frequency use align with the satellite authorization. Changes to the ground segment, even when operationally minor, can introduce regulatory obligations if they alter interference scenarios or system behavior.
