ESA’s Zero Debris Charter and Enforcement via EU STM

What’s Happening

ESA’s “Zero Debris Charter” aims to make all missions debris-neutral by 2030, including CubeSats. Simultaneously, the EU STM framework is being developed to:

Link debris mitigation practices to launch and re-entry approvals

Require participation in SSA networks (e.g., EU SST, EUSST)

Assign long-term orbital responsibility to CubeSat operators via traceable designations (e.g., Object ID + blockchain/SSN hash)

Why It Matters

Previously, CubeSats were perceived as low-risk, short-lived assets. That assumption no longer holds. ESA and EU are formalising traceability, residual collision risk assessments, and in-orbit tracking obligations—applying even to <10 kg spacecraft.

Ground-tested passive deorbit mechanism (drag sail, electrodynamic tether)

Commercial In-Orbit Servicing (IOS) Provider

Challenge: Need to track and validate servicing targets’ debris compliance Recommendation: Incorporate Zero Debris scoring in partner SLAs. Push for per-spacecraft risk scoring.

🇪🇺 National Government CubeSat Program
