This is the second part of a 3-part series diving into the compliance frameworks for CubeSat pre-launch. This time we will be covering The International Telecommunication Union (ITU).
ITU ensures that CubeSat communications do not interfere with other space and terrestrial services worldwide.
Key Steps for ITU Compliance:
- Satellite Network Filing (Coordination Request):
- The licensing authority (e.g., FCC, Ofcom, ESA) submits a satellite filing request to the ITU Radiocommunication Bureau (ITU BR).
- This process takes months to years, so early planning is critical.
- Include technical parameters such as frequency allocation, power levels, and orbital characteristics.
- Frequency Registration:
- The ITU assigns a frequency in coordination with national regulators.
- CubeSat operators must comply with ITU Radio Regulations (ITU RR).
- Ensure compliance with international treaties regarding space radio frequencies.
- Orbital Slot & Interference Study:
- Conduct an interference analysis to avoid signal conflicts with existing satellite networks.
- Engage in discussions with neighboring spectrum users to negotiate safe operational parameters.
Penalties for Non-Compliance:
Unregistered frequencies may lead to spectrum denial, forced shutdowns, and international disputes.
